Equivalent to using TenantOnboardingWidget from @id-circle/embed-sdk-react.
The NED page mints a scoped token through /api/idcircle/embed-token, then lets the SDK hand off to the Portal runtime.

Custom QR action UI
Equivalent to calling requestQrAction and fetchQrActionSpec from the SDK while the tenant page owns the surrounding UI.
The QR request is created through /api/idcircle/qr-action.
